    LUXEMBOURG, Dec 15 (Reuter) - All planes at Luxembourg
airport were grounded on Friday as air traffic controllers took
part in a 24-hour strike by public sector employees, an airport
spokeswoman said.
    ``The airport is open but there are no flights,'' she said.
    Belgian radio said the strike was being followed only
partially across the public sector and that train and postal
services were running as normal.
    It had been expected that buses, schools, local communes,
some postal services and most government offices would be hit.
    The dispute centres on government efforts to bring public
sector pensions in line with those of the private sector.
